'Instant justice' proposals for youths with no licence or young driver car insurance

Surrey police chief Mark Rowley has drawn up plans for a new Judge Dredd-style system of "instant justice", which would see criminals sentenced on the streets rather than waiting for a court appearance.

And Mr Rowley is specifically targeting youths who drive with no valid licence, young driver car insurance or MOT.

Under the new system, they can expect on-the-spot driving bans and car seizures, which could lead to the vehicle being crushed.

Mr Rowley told the Association of Chief Police Officers, currently considering his proposals, "It is time to debate whether constables should be given substantial additional, discretionary, summary powers."

But the plans - aimed at controlling street gangs and knife crime as well as young drivers with no licence or motor insurance - have met with opposition from within the force.

Speaking on behalf of the Metropolitan Police Federation, chairman Glen Smyth said constables were 'less than enthusiastic' about Mr Rowley's ideas.

"It's always been important in our system that there is a separation of powers [between police and the courts]," he said, "This would effectively take that away."

Whether the plans are adopted or not, we'd recommend double-checking your licence, MOT and young driver car insurance documents are all in order next time you're passing through Surrey - police chief Rowley might just be keeping an eye out for a test case.
