GDL doesn't mean cheap car insurance for young drivers in New JerseyThe number of teenage traffic fatalities in the American state of New Jersey has risen over the past few years, in spite of changes to the law which should have lowered the death rate and the cost of car insurance for young drivers. Tough Graduated Driver's License (GDL) regulations were introduced in 2001 when the state ranked 30th for the number of deaths among 16- and 17-year-old drivers. By 2005, however, it had risen to 24th place; with 79 teenage drivers losing their lives on New Jersey's roads. According to the Teenage Driver Safety Study Commission, a state task force created in 2007 to investigate the alarming increase in these fatal accidents, there are a number of contributing factors. These include lax enforcement of the GDL law; overburdened courts which are often unable to process GDL cases; and a very low rate of convictions (less than 60 percent) for those who do make it before a judge. "The British government has been debating introducing GDL laws in this country for many years, with the promise of safer roads and cheaper car insurance for all," said Mike Page, spokesman for Hoot Car Insurance Services, a UK provider of car insurance for young drivers. "New Jersey's example shows us that sufficient police and court resources will have to be made available for graduated licensing to work over here," he added.
