Judge Jonathan Durham Hall QC is angry.
In his view, too many of the young men who appear before him on dangerous driving charges are let off with overly-short sentences.
He feels the maximum two-year jail term available for reckless driving (in cases where the victim survives) in no way reflects the seriousness of these men's crimes. Nor does it provide the kind of closure so badly needed by victims and their families.
So Judge Durham Hall has taken it upon himself to make a few pointed suggestions, both to the lawmakers in Whitehall and to young driver car insurance companies.
For starters, he'd like to see the minimum age for drivers raised to 18. He also wants to restrict the selection of first cars available to only those models with 'safer' low-litre engines.
Motor insurance firms, in Judge Durham Hall's view, have a responsibility to price new drivers out of the market by discontinuing cheap car insurance quotes on powerful cars and offering "vastly expensive" ones in their place.
"Other measures could include putting limits on when young people can drive on the roads," he added.
Hoot spokesman Mike Page, who isn't planning on discontinuing cheap car insurance quotes for his customers any time soon, said: "I understand Judge Durham Hall's frustration, but maybe the answer to reckless driving among young drivers is better education.
"Upping age limits and imposing restrictions sounds like a way of stalling the problems rather than solving them."
