A convicted drink driver has been told he will not get the opportunity to reduce his penalty unless he learns to speak English.
Under normal circumstances, offenders are given the opportunity to reduce a court-imposed driving ban by attending a drink drive rehabilitation programme, which brings them six months closer to applying for new motor insurance quotes and getting back behind the wheel.
But in the case, involving a Latvian immigrant who has been living in the UK for a year but does not speak English, the language barrier means he will not be able to benefit from the programme.
"We will offer you the programme but you will have to improve your level of English," said the chairman at Blackburn Magistrates' Court, where he was sentenced.
"You will only be able to do the course if you understand it and you won't be able to have an interpreter there."
Speaking though his sister, the man replied: "I know my English is bad but I am trying to improve. There are people from all over the world that live in this country and they should be prepared to deal with people like me."
"Many essential driving-related tasks, such as registering for road tax or comparing motor insurance quotes, also require a decent standard of English," said Mike Page, spokesman for the cheap car insurance specialists at Hoot.
"Hopefully the chance of a reduced sentence will inspire this man to learn the language of his adopted country," he added.
