Car insurance rates could fall under new test rulesYoung driver car insurance is adversely affected by the high number of accidents caused by young and inexperienced motorists. As part of a 13 venue national debate on how young drivers should be trained, representatives of the DSA (Driving Standards Agency) are touring the country to promote awareness. In Newcastle recently the DSA officials met with the parents of a 16-year-old killed by an 18-year-old rookie driver who had passed his driving test only weeks before the fatal car accident. The statistic is familiar; one in five deaths on UK roads is caused by a new driver, and the Government believe changes must be made to how people learn to drive in order to cut this number. The young victim's father said, "I don't think they should be able to do a week's intensive course and then pass their test - they should have to do a certain number of hours. "And there should be something restricting the size or the power of the car they can drive." DSA deputy chief executive Nick Carter said: "Lots of people have told us that the test doesn't prepare them adequately for driving on their own. "I think people recognise there's a need for change, for a test that gives a better safety record of newly qualified drivers." A Hoot spokesperson said, "As a specialist provider of young driver car insurance we are always keen to hear of initiatives that will reduce the number of young people involved in UK road accidents. We feel sure that changes to driving instruction can bring this about and hopefully reduce young driver motor cover rates."
