Young drivers' car insurance and the Safer Driving Agreement

Young drivers' car insurance is high because of the increased risk associated with covering inexperienced motorists. In an attempt to instigate cooperation between parents and young drivers in matters relating to car use, the Royal Society for the Prevention of Accidents (RoSPA) have produced a downloadable Safer Driving leaflet.

It opens with the statistic that over 3,000 car drivers under the age of 25 are killed or seriously injured each year on UK roads; it goes on to offer reasoning behind the statistic and ways that parents might help their child stay safe on the roads.

Part of the leaflet is a Safer Driving Agreement that aims to promote discussion between adults and young drivers. As many novice drivers start out in their parent's vehicle or in a car largely funded by an adult, RoSPA suggest following an initiative popular in the US whereby the new driver is allowed to use the family vehicle unsupervised if they agree to certain conditions for the first year or so of driving.

The agreement takes the form of a two part list; one side for the young driver and the other for the parent. Both parties to the agreement have to declare that they agree to certain provisos. For instance, both parties could agree to always wear a seatbelt and ensure that passengers do the same, never to drink alcohol and/or take drugs and then drive, and never to use a mobile phone while driving.

Interestingly, some of the less obvious parts of the agreement see the parent offering a no questions asked policy if the young driver calls up and asks for a lift home at any time of the night or day. This goes hand-in-hand with a stipulation that the young driver never accepts a lift from a driver who they suspect has consumed alcohol or taken drugs.

The agreement places great emphasis on the requirement of a calm and constructive attitude from the parent, who should be accepting that mistakes are an important part of learning.

The organisation encourages parents and young drivers to negotiate the terms of their own agreement which they believe will promote awareness and understanding of the issues inherent in driving for both parties.
